US Air Force Captain Vivian Elmo, 41, an active-duty reservist with the 310th Space Wing at Schriever Air Force Base, was killed when an off-duty EL Paso County Sheriff's Deputy identified as Rodney Fannin who has worked for the Detention Bureau for the past nine years, ran a red light on Highway 94 at Curtis Road. Fannin was not on an official call at the time of the accident.

Sergent Mike Schaller, El Paso County Sheriffs Office PIO said Fannin had worked for the Sheriff's Office for nine years and was assigned to the Detention Bureau, either in the jail or transporting prisoners. Shaller went on to say that Fannin's current position with the Sheriffs Office has no relation to the accident and that once the Colorado State Patrol's accident investigation is completed, they would then determine if Fannin faces discipline or dismissal.
