COLORADO SPRINGS, CO- An autistic boy is in state custody tonight after being found in filthy conditions in a home on the northeast side of the city.
Colorado Springs Police responded to the home on Corinth Drive tonight for a welfare call. Police say neighbors called them, concerned because they hadn't seen the boy outside in at least a year.
Police found the 13-year-old boy inside the home, which they described as "extremely unsanitary with live and dead rodents and human feces about." The boy was naked.
Code Enforcement condemned the home, declaring it unsafe for living.
The boy was taken to a local hospital for treatment. Police say he told officials that he is an only child, home-schooled, and does not remember ever being outside the house.
A summons was issued to the boy's father Charles Wingate (pictured), and a woman named Sharon Starkey, for child neglect. That is a misdemeanor charge. Wingate is a former Colorado Springs city council member.
