Boulder strengthens public sleeping law

Homeless people no longer have a legal way to sleep on the streets of Boulder.
The Boulder City Council Tuesday removed the authority of the city manager to issue permits to camp on public property. Homeless advocates had requested an easier way to apply for such permits in order to allow homeless people to avoid a $100 fine.
The city had outlawed sleeping overnight in public places, including in parks or under bridges, without written permission from the city manager. Councilman Matt Appelbaum says the change doesn't affect anyone because such permits haven't been issued in the past. The city manager retains the authority to allow sleeping in public during a disaster or civil emergency.
