Colorado drug use penalties to decrease

Penalties for drug possession and use will decrease under a law to be signed by Gov. Bill Ritter.
Possessing any amount of the date rape drug Rohypnol, the rave party drug ketamine, also known as Special K, as well as methamphetamine would remain felonies under state law.
The bill lessening the penalty for drug possession and use, while increasing penalties for dealers and manufacturers, is one of several justice reform bills passed by the Legislature this session.
Gov. Bill Ritter is expected to sign the bills in a ceremony Tuesday at a law enforcement training center in Lakewood. Other bills would also give judges greater discretion in allowing nonviolent offenders to be put on probation, and require minimum jail time for repeat drunken driving offenders.
