Unintended consequences.

A lawsuit by about 20 school districts in the state of Colorado allege that they're not getting enough money.

To defend against the lawsuit, state Attorney General John Suthers asked more than 150 school districts for thousands of domuments. Early estimates from about a fourth of those districts say it will cost at least $300,000 in staff time and other costs to compile the records.
