In the past 15 years, no one has been sworn into Pueblo City Council outside city hall or council chambers. That changed earlier this afternoon. Council woman Sandy Daff took the oath of office at the Klamm's Shell, a longtime tavern and restaurant on the south side.

Under Pueblo's charter, newly elected city council members must be sworn into office by midnight on Dec. 31. However, City Clerk Gina Dutcher says there are no rules governing where the ceremony has to take place.

Daff says she decided to hold a swearing in party to thank her volunteers and supporters. She says she chose the Klamm's Shell to support a local business. "It's a favorite haunt," said Daff. "And Steve (the owner) was really supportive during my campaign so I thought I'd give back a little," she added.
