Despite low unemployment in N.D. voters lean away from Dems

HOPE, N.D. (AP) - The recession that has brought misery to so much of America hasn't touched the Plains states of the Upper Midwest, but that doesn't mean voters can't share in the national bad mood about those in power.
Polls indicate that Democratic U.S. Rep. Earl Pomeroy of North Dakota, who won 66 percent of the vote in 2006, is in danger of defeat. And Democratic Rep. Stephanie Herseth Sandlin is facing a tough race in South Dakota.
The backlash comes not because of economic distress. Unemployment is below 5 percent - virtual full employment - in the Dakotas and Nebraska. But the good times haven't prevented voters from concluding that the country is still on the wrong track and that the government and federal debt are a part of the problem.
