Goodwill to distribute heating bill help

The El Paso Board of County Commissioners HAS approved $462,000 to be paid to Goodwill Industries of Colorado Springs to provide services through the Low-Income Energy Assistance Program for the Department of Human Services.  That money will help families who will struggle to pay their heating bills this winter.

Goodwill was awarded the contract to administer LEAP. "Goodwill has the staff and expertise to run LEAP efficiently and professionally," said Commissioner Sallie Clark who also serves as the liaison commissioner to the Department of Human Services. "We are thankful for our partnership with Goodwill for LEAP and other programs to meet the needs of our clients in a cost effective, service oriented process."

Funding for LEAP comes from the Federal Government and services are provided at no direct cost to El Paso County. In the 2007-2008 heating season 11,314 El Paso County households received help from the LEAP program. In the 2008-2009 heating season that number grew to 13,132 and in 2009-2010 15,999 households received LEAP funds in El Paso County.

The eligibility period for LEAP runs from November 1st through April 30th. LEAP benefits provide assistance to help families with their heating bills but are not intended to pay the entire bill. Applications are accepted each year during the eligibility period. Application packets will automatically be mailed to residents who received LEAP assistance last year at the address where they were living at that time.
