Democrats report progress as the latest effort at a compromise health care overhaul lasted well into the morning at the White House.
President Barack Obama met with congressional Democratic leaders until about 1 a.m. The leaders continued talking for about another 25 minutes after Obama left.
An Obama administration statement says "solid progress" was made, along with some "common sense adjustments" to strengthen the bill. The statement gave no further detail.
Union leaders appear to be bowing to White House demands for a new tax on high-end insurance plans. The tentative agreement includes significant concessions by the administration, including exempting certain union policies from the 40 percent excise tax.
