It was powdered sugar. That's the word from Sgt. Eric Bravo of the Pueblo Police Dept.

The apparent prank was enough to force the Pueblo Police and Fire Departments to evacuate the area around 24th and Grand. Homes and businesses on Grand were evacuated from 23rd-25th streets.

Fire Department spokesman Woody Percival told NewsFirst5 that a group of witnesses saw one man pouring a white powder into a Postal Service drop box while another shot video it, around 11 am Thursday. The witnesses notified 911.

Both suspects turned themselves in at the Sam's Club on I-25.
